I- Introduction
The past seems to have a heavily weigh in the present and future by now. The humanity,
in the verge of the third millennium, suffers from the bad and ambivalent questions
that the industrialism expansion left behind during the last two centuries.
As a wedge introduced into ancient and agricultural societies not prepared
for that shock into his traditions,
the industrialism, as an unique ideological purpose, spread over the
countries brought a good dose of pressure. The expansion caused by the
search of raw materials and markets, manly through the colonialism a
century ago, left some countries anxious to get some vital space because
that they not had, in the first instance, obtained a site in the podium.
The struggle for vital space ended
for provoking a severe rupture and the irruption of
the I and II World War in the XX Century.
After the II World War the consolidation of the World
Commerce, an aim that was a major interest of United States of America,
made easy to put money in the countries that lost the war. With the reconstruction of Europe and
Japan the global commerce increased very much and introduced a new agenda
for the developed countries. The Economy dominated and monopolized the
decision power in all the countries. Later, the Finances dominated the
Commerce and the transferring of money in the minor time possible became a
end itself. The speculation on currencies, shares and acquisitions became fundamental for the continuous
growing of the Market, already with capital letter, since, as was said
above, the Finances bypassed the Commerce by large.
The Financial Business was possible due the large
increase in the new technologies of computers and Telecommunications, that
are spreading so fast that each new day we have a better response for the
reduction of time between financial transactions.
Biotechnology, Space Research and conquest, Bionics,
Genetics, Computers, Telematics, etc. are new frontiers and, in a analogy
with the past, some countries will arrive first, perhaps reproducing the
same old problem: a global predominance of few. But this scenario must not
be the only option open for the
mankind, because it was the predominance of the past over the future or, in
other way, the predominance of the anxiety, the fear, the tension and
rupture.
What is really at stake?
Well, the so called “globalization”, based manly in
the new technologies and in the quickness of the communication, Internet
and so on, could be a new Enlightenment Age or that
old predominance of the fear, the
predominance or the Past over the Future,
depending of our response to the challenge.
By now we have two different kind of situations pervading the World: the first one is a
some kind of illusion about the Future, generally assimilated with an
optimistic view about the right response of the mankind. This is basically
a hope that the Man will use the
new technologies with a sound sense and that this new achievements
will come to improve itself. On other hand, the second situation is a
pessimistic view based on some new ruptures that the globalization have
been creating, like:
a) The economy globalization and the spreading of a unique
culture is smashing smaller cultures and languages and is
provoking a loss of identity for many communities.
b) A new utopia is growing. Does it have a real base?
c) Some of the new rulers are without face: speculators
that have more financial power than the majority of the Nations.
d) It’s spreading a distinctness separation between a new
elite (the elite-sphere) and the
excluded (the excluded-sphere)
e) Mass unemployment had been derived from new parameters adopted for the Production.
So, we’ll have to stop our mind in some topics that
is, by now, on severe attack of the new. How we’ll cope with them can be
the difference between a glorious Future, a New Enlightenment Age, or a
predominance of the Man over the man, but with more power of few over the
majority of the humanity.
II - Changing the World for better to better or
for bad to worse?
It seems that we will have to have a positive New
Agenda to guided us, the mankind, to a better and more just World.
Let’s see some topics that are in continuous change in the
present.
II.1 - The Environment
An intelligent Environment will be necessary for
better life quality and a new focus
on the disciplinary bounds have to
be adopted because the specialization that was the legate of the Industrial Revolution have no more sense.
The Environment have been under intense pressure due
the different phases of countries evolution. Some countries, already
investing massively on new technologies, that uses little quantity of
energy and that are not pollutants, have been making intense pressure over
the less developed countries, that are
yet in intermediary phases of industrialization or not even have
arrived on it. This backward countries are themselves under intense
pressure to jump stages on industrialization, under the danger to lost the
future. This have made a devastation pressure over the World Environment.
When we think about the natural resources, manly the
natural oil and gas, we have expected that the new technologies will find a
possible solution in the future. We will have time? Or our expectation is
the expectation only like the expectation of the Heaven, a matter of
faith?
The New Agenda, a positive agenda that should carry us to a better and solidary
World, will have to equalize the
access of the smaller countries to the new Environmental technologies, as a
way to facilitate the parturition
of the new and to diminish the
negative impact of the industrialism spasms. Only with intense cooperation,
solidarity and less egoism we will reach
a better Future. The New Agenda have to work on spreading a new ecological responsibility in
all the countries, but tempered by
a new solidarity, too.
II.2 - The
changes of the Mass Production
The spreading of new technologies, increasing work at
home and the service sector
are making a profound change in the
parameters of the production. The visible shift can be seen by the
stagnation effects of traditional
facilities that not have changed
with the necessary rapidity and by the waves of unemployed in the
cities. The New Agenda will have to
work in spreading sound Management technics and facilitate the interchange
of smaller countries and the major, manly in to facilitate the means for
innovation on late countries. This will
have to be beyond the sell of second hand technology, as is practiced
today .
II.3 - The shattering of the nuclear family
Sexual minorities are
demanding freedom, but most countries have been presenting great
intolerance about the rights of the minorities. In the Future is being expected a major respect for the
individual preferences and this have to be respected by the countries in
wide sense. It will be necessary define in the New Agenda minimal rules for the States about the question.
II.4 - The Global Corporations
This members of the new elite have more power than the
States. With the technology of money transferences without control any corporation or an
individual speculator with much money can make an attack on currencies,
what can provoke the collapse of the smaller and not so smaller countries. The New Agenda have to put breaks in the free transferences
without rules, but not by obstructing the Market, but for proposing a
special fund to help the economically weak
States. The form how to do
this must be matter for intense World discussion.
II.5 - The
religion
The growing astonishment that pervades our time, with
profound change in the Man perspective, it is causing a mass return to religion. Nevertheless, also increasing is
the intolerance. The intolerance persists due an ancestral reason: the
humiliation. The New Agenda will
must have to set rules that minimize this growing of violence with the
human rights.
II.6 - The Man
The European Enlightenment engaged us in
a continuous economic development and a continuous improvement of
the mankind. But, what was got was
less than the best purposes. The eradication of the illiteracy in the World
is crucial to a new agenda for the mankind. If this problem have not a
solution, the gap between the men it will grow in a harmful way.
There is a danger hovering our heads: with the new
technologies of Information and communication there is a danger, through
the Law of the Lesser Effort that permeates the Evolution, that the writing
be abandoned. In the present we have one billion people in the World that
not know to read and to write. This illiteracy could be spread if a
concentrated effort won’t be made.
It’s each time more important
that the imagination be a differential for the Mankind. Besides that, the
solidarity will be the most necessary component of the next millennium.
In the Enlightenment Age, some time before the French
Revolution, one third of the Europeans had not incorporated in the benefits
of the Age and became miserable. Although the conditions of the poor have been slightly improved, only two thirds have had a real benefit. In our New expected
Enlightenment Age must have an effort ( and rules) that the solidarity to
the mankind will surpass the concentration of the income in the hands of
few, a real danger and with a damaging effect that will can exclude more than one third, since
the gap between the new abilities and the possibility to acquire them is
been growing with a fast pace. The new illiteracy won’t be
only the writing ability, but also the ability to cope with the
computer as a mean to acquire more and more Education and Information. This
so called excluded-sphere will can have inside more than fifty percent of the population of the World
if not be made to spread the benefits of the advancement of Sciences, new
discoveries and new technologies to the majority.
The sustainability of
a global society only will be possible if we discover means to
attenuate the gap between the elite
and the excluded.
II.7 - The new
employment
The telematics are doing a profound change in the
industries over all World and are
provoking a mass unemployment. This requires a new focus to prevent the rising of a rupture
stress ( and manly to create new ways to people earn his subsistence and
new ways to self-fulfillment of the Man).
Arts will be an important differential for the next millennium. The man, liberated from
the 9 to 5 slavery will find in the arts a new field for fulfillment. There
are two sides in this affirmation: the first one is the people that will
have more time free to dedicate to painting, music, plays, movies, etc..
This side is a normal evolution of the characteristic of the new jobs. But
there is another side not so fun. We will have a great mass of unemployed
and the World will have to find occupation for the excluded-sphere. In the
ancient times the people out of the elite
was employed in the construction of canals, pyramids, castles,
churches and so on, some them like
slaves. It being the World so as is: unjust and with bad income
distribution, and that
have by now a tendency of
only change to worst, due the
impact of the new technologies, we expected a big gap between the new elite
and the excluded.
So, the arts (as the sports, the voluntary work, etc.)
will be to increase and they will have some retribution on money, just to
give means of subsistence for Mankind. There are little space for maneuvers
when the money is the only way for
the Man to escape from the misery. We expected that in the new
millennium the mankind find a way to be free of the money slavery, like we
know it.
II.8 - Consumers or
citizens?
There is another danger: the Information revolution
could be used by manipulators. The
tendency that globalization already
give us today is that the democracy will be shattered by new private
instances of power, with the financial power of the World concentrated in
the hands of, each time, less people and corporations, a
specie of super-elite that have
more power that nations. It’s necessary spread a philosophy of solidarity
and enforcing a topic on the New
Agenda for the making of citizens, not only consumers.
II.0 - The new frontiers: space, genetics, etc.
The future will be anytime liberating from the past? Is
there an alternative to science in the future development of the
World? The predominance of the
sciences and finances in the new
coming World is a thing that seems to be part of the solution and, at same
time, part of the problem. A reaction will be the increase of the religions
(or the xenophobia, fascism and terrorism) for someone or the increase of
the use of the imagination for others. Imagination here have a great
amplitude, and it embodying the Arts and Humanities in general. It will be necessary to ensure a ample space for them. In the
areas of the Genetics and
Biotechnology a new Ethic is strongly demanded to avoid genetic
manipulations.
As for the Space
conquest the New Agenda must have work in a cooperative way to explore the
new space technologies, due the risk that we would be reproducing to the
Future the conditions of rupture that had drove the Nations to struggle in
search of vital space in the Past.
II.10 - Political Power in check.
By now a tendency that Corporations, business
executives and speculators need little or no democratic legitimacy
for their tasks. Also the Science can
cope with their tasks without the democracy. This will be a death of the
Democracy, as a way to organize the Man? This will be a feebleness of the
Politics? It can be! If the
speculation goes on in give the cards in the World Finance we will
have less and less important decisions left to the Politics and to the
democratic organizations. The New
Agenda will have to have a response to this and, for the benefit of the
mankind, to flight against this dangerous reductionism of the power of the
Man to choose his destiny and his Future.
II.11 - Some
tasks to exemplify
a) Put a rule that enforces the transnationals
enterprises to invest on the cultures and languages of the smaller
communities.
b) Certain values are a common legacy of the mankind
and, therefore, they are impregnated by the universality. But we have many
values in the local sense that are relatives. A continuous effort
will be necessary to valorize
what maintain the mankind together, like a new and amplified Declaration
of the Rights of the Man. Also the value of the solidarity should be spread
in the global organizations.
c) The mankind must have as main aim a lasting peace
in the new millennium. The strategy will
be the creation of power
instances beyond the National sovereign.
d)Eliminating the walls (cordon sanitaire) between men
that the money was creating through the
arts, music, sports, voluntary work
and so on.
e) To valorize the cultures and languages of the
smaller communities.
f) To Find ways to spread the benefits of the advance
of the Medicine ( more years of life) to all the mankind, independent of
race, ethnic, sex, color, religion an so on.
g) To create a continuous global demand for
Information about the smaller
cultures and languages through festivals, museums, shows for music and
theater plays, etc. A good way is
enforcing the transnationals
enterprises to invest in preservation of the cultures and languages
of the communities where they earn their money and have a positive
role on spreading Information about them. Maybe a supranational rule should be
necessary to enforced the enterprises to this good comportment.

III- Conclusion
III.1 - The
New Agenda.
The future will
be creative and cooperative global society only if we obtain a New Agenda for the Best
Future to the Man.
The New Agenda would be obtained through the efforts
asked to the man of good will, trough the Universities, Research
Institutes, Churches, Parliaments and Non-Governmental Organizations and
Individuals. All them would must to
answer a single question:
“How determined advancement of the Sciences,
determined discovery or determined improvement or new technology can be used to the improvement of the
Common Man, to his best life quality in the Future and to spreading the capacity that this Common Man can
have necessary and sufficient individual power to decide for his better way
of life.”
With the New Agenda stipulated, where we would have
suggestions for supranational rules that must to be implemented to the
benefit of the best life of the humankind.
Then we will pass to the next step.
III.2 The Supranational Controls
To elaborate the rules and the campaigns towards a solidary global society it will have a World Parliament, with
elect delegates by the people of the countries. This Parliament wouldn’t be
the actual ONU’s General Assembly
that have a different task. The World Parliament would be a site to decisions that would have, by common consent, a certain grade of coercion over the
States. To implement the decisions
would be necessary the creation of the “World Governmental Committee for the Direction Towards
Solidarity and the Best Possible
Global Society”, where the regions or
groups of countries will have
representation. Maybe 15 or 20 members that will need the sufficient power to make decisions.
This instance must not be
confounded with the ONU’s Security Council that have a few components based in military power.
